The state's own advice is to contact your county elections office first. They can mail you one, email you one, or hand you one across the counter. No printer involved at any point.

Sign in at VoteWA with your name and date of birth, and print a replacement at home at any hour without phoning anyone. You need a computer, internet and a printer, and you have to print two separate things. That last part is where people come unstuck.
This option does not appear until October 16.
Either way, only one ballot gets counted for you, and the county checks your signature. Printing a replacement does not cancel anything. It just means the one you send back is the one that counts.
Sign in at voter.votewa.gov with your name and date of birth, open Your Ballot & Voting Materials, then choose Get a Replacement Ballot. Five buttons, and none of it works before October 16.
The ballot is one print job. The return packet, meaning the instructions, the envelope and the declaration you sign, is a second one. Print the downloaded PDF as well, or you will have nothing to send it back in.
Mark it privately, sign the declaration, and assemble the packet exactly as its instructions say. Then get it to a drop box, the elections office, or the mail by 8 p.m. on November 3. All three ways, and every drop box in the county.
Not everyone has a printer at home, or internet that behaves. That should not be the thing that costs somebody their vote. One place is confirmed so far and we are working on more.
